SharePoint 2010 Where are Site Templates Stored

In SharePoint 2010, Site Templates are stored in the Solutions library.

Site Actions -> Site Settings -> Solutions (Galleries Section)

If you do not see the Solutions link, you will need to navigate to the root site / top level site.

You will not see the link in a Sub Site.
